Let me tell ya story in the time of our prophet Muhammad.
One day he was going to somewhere and he saw a man just sitting without doing anything.
He did not greet him.
in his way back, the man was drawing meaningless shapes on the ground with a small piece of wood. This time he greeted the man and said assalamoalaikum.
He didn't greet him the first time because he wasn't doing anything.
He greeted him the second time because he was busy with something even it is meaningless.
